When turning off the ajax rating I am getting a 404 error. Works in other templates. Exists in both an unmodified version and my modified. See at usxx.net

usxx.net display's perfectly fine. Exactly what page are you seeing this error on?

Go to a detail page and attempt to rate the resource. After clicking the rate button a 404 error occurs. Rating functionality works fine with ajax.

Error does not occur with other templates.

You need to add base href to the header and that will resolve the issue. This is a server issue. Your server isn't passing along the $site_url for some reason.
