Working with old IU ?

Are these templates working with IU 5.4.1 ? I am asking because after downloading one skin it shows me:

Fatal error: Smarty error: [in /****/themes/news_portal_red/index.html line 16]: syntax error: unrecognized tag 't' (Smarty_Compiler.class.php, line 580) in /****/directory/lib/smarty/Smarty.class.php on line 1088

So I think it doesn't = I have looked into the code and it is different then usually I have met on IU 5.4.1
