Most files in your theme folder specially, "phrases.php" and "page_title.php"

Best way is to use a program called Poedit and translate "indexu.po" file which located in the lang folder.

The only files that we include with the translations are the .po and .mo files.

If you want to compile it on linux then you would need some kind of login to a shell (using ssh or telnet), it doesn't have to be root though, it can be a user level shell.
