a block is missing

Hi
I am using cleandex theme, and it seems that the block "block.view_other_links.html" is missing, can I modefy one of those (rows, cats or user) or it is not relevant anymore?

The files are in the zip archive (I just checked), perhaps download it again and extract the file you're missing so you can upload it.

no, its not there.
I copied the one from portaldex, and it seems to work fine
