Where to add more special letters for mod rewrite ?

Hello,

before I try and search again may be you know it on the fly:

Which places must be changed to add more special letters for mod rewrite title in url mod ?

May be it is useful to outsource this part, because in every language exist other letters.

By sample in german must be replaced:
Ä ä
Ö ö
Ü ü
ß

to

ae
oe
ue
ss

Things like éáÃ*ìèÃ* are also normal problems and if I remember right indexu is replaceing by default with an underline which is bad in this case.
