Maybe just have add.php bring up a list of categories that allow sites to be submitted or something. Sure is a pain for users to track down the categories then submit

it's all relative. If you had 20,000 categories, it might take you a while to find the one you want in a drop down list whereas you could navigate to in less than a minute.
But as most INDEXU sites probably have a whole lot less, I agree with you.
Anyway, send me an email and I will send you a modified file that does just what you want.
