mod_rewrite and language

Hi,
My site is in Spanish. I have mod_rewrite enabled. Some categories with acute vocals are renedered like c-iacute-vicas-sociales instead of cÃ*vicas-sociales (the bold/red i acute here is to demostrate how i expect the substitution). I tried character set UTF-8 as well as ISO-8859-1.

Is there a way to fix this?

My 2 sites are in polish language and I had the same problem with special polish marks:
