My error log shows that /themes/cleandex/images/bgr.gif is missing. It doesn't appear to ever have been loaded. The file isn't in my original download BUT the system is taking as long a 14 seconds looking for it!
How should I go about fixing this?

create a blank gif that is 1px by 1px and name it bgr.gif
That would be your system (your browser) taking 14 seconds to look for the file before giving up, not the script, not the server.
