Country charset

I am having problems with country charset in categories and links. For example category should be "Računala" but script shows "Ra?unala"

It's same with links and description.

On which files should I change charset to fix that?

First you need to update your database to deal with the charset, then there's a number of files that need to be modified. More details can be found by searching but at a minimum you'll need to look through browse.php and detail.php
