Colors within a theme

What is the most effective way of having more creative control over the look of the fonts within a given theme. I suppose my question is this - is there a central " theme control " that allows me to pick the font type, size, and colors for various areas of the site, OR do I have to pour over tons of lines of code and decipher where to make adjustments to effect certain parts of the site?

I'm far from being an expert, but I think all the themes are done in a css, so you should be able to just adjust the css to the font sizes and colors of your liking...

But I would wait for someone with some more experience to backup or dismiss my statement
