Add or modify links without approval

There has been a few times where the submission email I receive says Resource Added (instead of Pending Resource). The body of the email says "The category permission allows the webmaster to add or modify links without approval."

Where is this permission set? I've looked at edit category for the category in question and the box is checked for require editor's approval. Is this an error or am I looking in the wrong place? I'm using 5.4.1.

Who has added the resource? If you added the resource as an admin the listing is automatically added.

Problem solved. I did add the resource using admin.
