Suggest a Category

I've got a directory that I am working on that I've created a basic category structure but in the end it will probably be quite detailed.

I'd like to add a Suggest a Category feature perhaps as a link on the submission form beside the category selection dropdown.

Anyone have any suggestions on how this can best be implemented or any examples from anyone that's added this before?

Why not simple add a field to link table and ask user while adding the links if they like to see a special category ?
