bug in tags and 5.4

Iyou disable cache and then try to view tags using alphabar, you get a page can not be found error.

Example:
http://www.nicecoder.com/indexu/demo/tags.php&ltr=A

The requested URL /indexu/demo/tags.php<r=A was not found on this server.
