What is the Usage Limit under Discount Coupon?

Under Discount Coupon, is the usage limit based on the number of times a coupon has been used (if so, by the same person?)?

Or is it based on the total discount given to all users (example, when a $1,000 in discounts are given the coupon will expire?).

The usage limit appears to be a count of uses. So it would be the number of times it has been used.
