The owner is offline right now, not much to do for now. But I'll speak to him as soon as I can.
The install file is available in the package you downloaded as "readme.txt". The file lists a bunch of version changes at first, but the install instructions are right below that.

Honestly, there isn't anything on the website that isn't on this forum, or cant be asked / answered by one of us!

HackerSafe is a scam. They use known exploits and test for them and seem to ignore 0day or theoretical exploits.
I sure hope no one is paying them for this "service"

Saying your hacker safe probably has the opposite effect, making it more likely for someone to try and prove you wrong. Nothing wrong with letting them audit your site though.
