    Default public_html/frontend/lib/db.class.php cannot be read

I have an Ioncube problem I think, I have my db username , password, and database set correctly. I tried to input the incorrect informationa and I can get a 'cannot connect to database' message. So, when I put in my correct details into the fields, and click next..

    I get this:

The file /home/mysgorg/public_html/frontend/lib/db.class.php cannot be decoded by this version of the ionCube Loader. If you are the administrator of this site then please install the latest version of the ionCube Loader.

I checked the installation help under the ioncube loader folder provided in the zip files, it had an analysis of the web and said it's working.

    Testing Server
    Results
An ionCube Loader is already installed and run-time loading is unnecessary. Encoded files should load without problems.
    Instructions
If you have problems running encoded files, make sure that you select binary mode if using FTP. If unpacking files with WinZIP you must also disable the 'TAR Smart CR/LF conversion' feature.

Also, I've installed in the /www/ , inside /lib/, ... to no help, still getting the same messages.

Where can I get the 'latest version' of ionCube Loader? Please help.

The ioncube loader version must match with the php version you have.

    This is interesting:

So i'm sure the ioncube loader is installed within webserver, and won't load the run-time loader provided in indexu package. Please consult your webhost about this issue.

    This is my server :

    Operating System Linux
    Apache Version 1.3.33 (Unix)
    Perl Version 5.8.0
    PHP Version 4.3.11
    MySQL Version 4.0.25-standard

Do the host need to install an ioncube or does the ioncube runtime files that is provided in the zip package is independently running on its own?

Please advice me what to do and what to tell my webhost? I'm using rockethost.com. Thanks a bunch.
