I guess it could be used as a classified listing site, it would need some modding done to it.... but with time and effort you could.... im sure get it working as a classified site..

If you mean, Can a user sign up to recieve emails when new listings come into a certain category, such as... TOP > SPORT > GOLF .... and when a new golf listing is added they would get a email.
Currently this feature is not included....

not sure the svn number, maybe it was released in 5.20 - i actually thought it was. If your using custom tempaltes you may have missed the template change
