yes.
for v3.2, once the link has been approved, the linkowner can modify the listing and upload a picture.
it has been announced for v3.3 that the image can be uploaded during the add link process.

The current version allow upload image when the link has been approved. Uploading image when adding new link will be available in next release.

I have 3.2 and after approving a link there is no option for uploading an image?

see the technical notes by clicking on the INDEXU tab at the top of the screen and then click the "e. technical notes" hyperlink.
on the technical notes page, click the "Customizing image upload" hyperlink.

I think you can also access the technical notes in the Admin Control Panel
