It would be too hard to make a rule who can register or not register.

Many people still use dial-up accounts and the person dialing up will receive a different ip address each time when he/she log on to the Internet.

In addition, you cannot really set-up a rule which says that all 'Joe Blogg's' are not allowed to register ;--)

It is easier to reject or delete users.

As it is now you cannot charge members that register unless you have set-up the register link to go to a 'pay before you register page' where you can outline that it cost money to register.

Include a link to your payment page so that they can submit their cc details etc. Then state that you will manually validate all member due to security measures (or something like that).

Then manually validate (or reject) the member.

Note that the script does not have an inbuilt function such as that so you have to play around with a method of charging people.
