How can i activate the required reciprocal url for the free listing option?

I know where to activate but i want to know how to change the Basic Free in to Reciprocal Listing.

If you set reciprocal is required, then free and paid listing become require reciprocal link. You can't set reciprocal only required for basic listing.

How to make the reciprocal listing option for the free listing option?
I think it should be made possible.
And ofcourse not for a paying customer, but for a free listing to ask for a reciprocal.
Can you change this Dody, or one of the coders.
